EMERGENCY RESPONSE  GUIDE

IMPORTANT: After any evacuation, report to your designated assembly point. Stay there until an accurate

head count is taken. The senior building coordinator will take attendance and assist in accounting for all

building occupants.

I.    EVACUATION PROCEDURES IN AN EMERGENCY ---- POLICE/FIRE/AMBULANCE ---- dial 911.

Building Evacuation

    1.    All building evacuations will occur when an alarm sounds and/or upon notification by

           Public Safety or building coordinator.
    2.    When the building evacuation alarm is activated during an emergency leave by the nearest

           marked EXIT and alert others to do the same.
    3.   ASSIST PHYSICALLY IMPAIRED PERSONS IN EXITING THE BUILDING!!! Remember that

          elevators are reserved for physically impaired persons. DO NOT USE THE ELEVATORS IN CASES

          OF FIRE AND/OREARTHQUAKES.
    4.   Once outside proceed to a clear area that is at least 500 feet away from the affected building.

          Keep streets, fire lanes, hydrant areas and walkways clear for emergency vehicles and personnel.

          Know your area assembly points.
    5.   DO NOT return to an evacuated building unless told to do so by a university official.
 

IMPORTANT: After any evacuation report to your designated area assembly point. Stay there until an accurate

head count is taken. The senior building coordinator will take attendance and assist in the accounting for all

building occupants.

 

Campus Evacuation

    1.    Evacuation of all or part of the campus grounds will be announced by Public Safety as described.
    2.    All persons (students and staff) are to immediately vacate the area in question and relocate to

           another part of the campus grounds as directed.
 

II.    CAMPUS DISTURBANCE OR DEMONSTRATIONS

    Most campus demonstrations such as marches, meetings, picketing and rallies will be peaceful and

    non-destructive.

    A student demonstration should not be disrupted unless one or more of the following conditions exists:

            INTERFERENCE with the normal operations of the university.

            PREVENTION of access to office, buildings or other university facilities.

            THREAT of physical harm to persons or damage to university facilities.

     

    If any of these conditions exist, Public Safety should be notified and will be responsible for informing the

    President and the Dean of Student Affairs on the nature of the demonstration.

    The appropriate procedures listed below may be followed:

    A.    PEACEFUL, NON OBSTRUCTIVE DEMONSTRATION

        1.    Generally, demonstrations of this kind should not be interrupted. Demonstrations should not be

               obstructed or provoked and efforts should be made to conduct university business as normally as

               possible.

        2.    If demonstrators are asked to leave but refuse to leave by regular facility closing time.
                                a)  Arrangement will be made by the Director of Public Safety to monitor the situation

                                     during non business hours, or
                                b)  Determination will be made to treat the violation of regular closing hours as a disruptive

                                     demonstration. (See Section 2)

     

    B.    NONVIOLENT, DISRUPTIVE DEMONSTRATIONS
        1.    In the event that a demonstration blocks access to university facilities or interferes with the operation

               of the university, acceptable responses may include:
                               a)    Demonstrators may be asked to terminate the disruptive activity by the

                                      Dean of Students Affairs or his/her designate.
                               b)    The Director of Public Safety may consider having a photographer available.
                               c)    Key university personnel and student leaders may be asked by the

                                      Dean of Students Affairs to go to the area and persuade the demonstrators to desist.
                               d)    Public Safety may go to the area and ask the demonstrators to leave or to discontinue

                                      the disruptive activities.
                               e)    If the demonstrators persist in the disruptive activity they will be apprised that failure

                                      to discontinue the specified action within a determined length of time may result in

                                      disciplinary action including suspension or expulsion or possible intervention by police

                                      authorities. Except in extreme emergencies the President will be

                                      consulted before such disciplinary actions are taken.
                               f)    Efforts should be made to secure positive identification of demonstrators in violation to

                                      facilitate disciplinary or criminal action, including photographs if deemed advisable.
                               g)    After consultation with the key administrators of the University, the need for

                                      police/criminal intervention will be determined.
                               h)   If determination is made to seek the arrests, the demonstrators should be so informed.

                                      Upon arrival of the Public Safety Department the remaining demonstrators will be

                                      warned of the intention to arrest.

    C.    VIOLENT, DISRUPTIVE DEMONSTRATIONS

      In the event that a violent demonstration in which injury to persons or property occurs or appears

      imminent:

      1.    During Business Hours
              a)    Public Safety should be immediately notified of the disturbance, and take action to quell the

                     disturbance.
              b)    If advisable the Dean of Student Affairs will alert the President.
              c)    The President, in consultation with the Dean of Student Affairs, key administrators and the

                     Director of Public Safety, will determine any additional follow-up action
      2.    After Business Hours.
              a)    Public Safety should be immediately notified of the disturbance, and take action to quell the

                     disturbance.
              b)    Public Safety will investigate the disruption and report to the Dean of Student Affairs.
              c)    The Dean of Student Affairs will:
                     (1) Report the circumstances to the President.
                     (2) Notify key administrators.
                     (3) Notify the University Public Relations Officer.
       

NOTE: The Director of Public Safety reserves the right to call for outside police assistance and/or take

internal action without counsel from others if it is deemed to be of paramount importance to the safety of persons involved.
 

      DIRECTIVE TO IMMEDIATELY TERMINATE DEMONSTRATION
      (Identify Self)
      "This assembly and the conduct of each participant is seriously disrupting the operations of the

      university and is in clear violation of the rules of the university. You have previously been called upon to

      disperse and terminate this demonstration. (You have been given the opportunity to discuss your

      grievances in the manner appropriate to the university). (In no event will the administration of the

      university accede to demands backed by force). Accordingly, you are directed to terminate this

      demonstration. If you have not done so within 15 minutes I will, under the authority of the Board of

      Governors, take whatever measures are necessary to restore order - including calling for police

      assistance. Any student who continues to participate in this demonstration is subject to suspension."


 

DIRECTIVE TO IMMEDIATELY TERMINATE DEMONSTRATION WITH THE

ASSISTANCE OF POLICE

(Identify Self)

"You have previously been directed to terminate this demonstration and you have been put

on notice as to the consequences of your failures to do so. Since you have chosen to remain

in violation of the rules and regulations of the university each of you is hereby suspended,

subject to later review. Public Safety will now be called to assist in dispersing this

assembly. Those who fail to leave immediately will be subject to arrest."
 
 

III.    EXPLOSION, AIRCRAFT DOWN (CRASH) ON CAMPUS

A.    In the event a mishap occurs as an explosion or downed aircraft (crash) on campus take the following

        action:

B.    Immediately take cover under tables, desks and other objects which will give protection against falling

       glass or debris.

C.    After the efforts of the explosion and/or fire has subsided notify Campus Public Safety. Give your name

        and describe the location and nature of the emergency.

D.    If necessary, or when directed to do so, activate the building alarm. CAUTION: THE BUILDING

        ALARM RINGS ONLY IN SOME BUILDINGS - you must report the emergency by telephone.

E.    When the building evacuation alarm is sounded or when told to leave by university officials, walk quickly

        to the nearest marked EXIT and ask others to do the same.

F.    ASSIST PHYSICALLY IMPAIRED PERSONS IN EXITING THE BUILDING! Remember the

       elevators are reservedfor physically impaired persons. DO NOT USE ELEVATORS IN CASE OF FIRE.

       DO NOT PANIC.

G.   Once outside move to a clear area that is at least 500 feet away from the affected building. Keep streets

       and walkways clear for emergency vehicles and crews. Know your area assembly points.

H.   If requested assist emergency crews as necessary.

I.    A Campus Emergency Command Post may be set up near the disaster site. Keep clear of the

       command post unless you have official business.

J.    DO NOT RETURN TO AN EVACUATED BUILDING unless told to do so by a university official.

 

IMPORTANT: After any evacuation, report to your designated campus area assembly point. Stay there

until accurate head count is taken. The senior building emergency coordinator will take attendance and

assist in the accounting for all building occupants.

 

IV.    EARTHQUAKE

                A.    During an earthquake remain calm and quickly follow the steps outlined below.

                B.    IF INDOORS seek refuge in a doorway or under a desk or a table. Stay away from glass windows,

                        shelves and heavy equipment.

                C.    IF OUTDOORS move quickly away from buildings, utility poles and other structures.

                       CAUTION: Always avoid power or utility lines and trees as they can be energized. Know your

                       assembly point.

                D.    If in an automobile stop in the safest place available, preferably away from power lines and trees.

                        Stop as quickly as safety permits, but stay in the vehicle for the shelter it offers.

                E.    After the initial shock, evaluate the situation and if emergency help is necessary call Public

                       Safety at 911. Protect yourself at all times and be prepared for after shocks.

                F.    Damaged facilities should be reported to Campus Public Safety and Physical Plant.

                       NOTE: Gas leaks and power failures create special hazards. Please refer to the section on

                       utility failures.

                G.    If an emergency exists activate the building alarm. CAUTION: THE BUILDING ALARM ONLY

                       RINGS IN SOME BUILDINGS - you must report the emergency by phone.

                H.    When the building evacuation alarm is sounded walk to the nearest marked EXIT and ask

                        others the same.

                 I.    ASSIST PHYSICALLY IMPAIRED PERSONS IN EXITING THE BUILDING! Remember that

                       elevators are

                       reserved for physically impaired persons. DO NOT USE ELEVATORS IN CASE OF FIRE. DO NOT

                       PANIC.

                J.    Once outside move to a clear are that is at least 500 feet away from the affected building(s).

                       Keep streets, fire lanes, hydrants and walkways clear for emergency vehicles and crews.

                       Know your area assembly points.

                K.    If requested, assist emergency crews as necessary.

                L.    A Campus Emergency Command Post may be set up near the disaster site.

                       Keep clear of the command post unless you have official business.

               M.   DO NOT RETURN TO AN EVACUATED BUILDING unless told to do so by a university official.

V.    MEDICAL AND FIRST AID
    CALL PUBLIC SAFETY IF YOU NEED ASSISTANCE
    EMERGENCY TELEPHONE NUMBER 911.

               A.    If serious injury or illness occurs on campus immediately dial  911. Give your name, describe the

                       nature and severity of the medical problem and the campus location of the victim.

               B.    In case of minor injury or illness provide first aid care.* Use only sterile first aid materials.

               C.    In case of serious injury or illness Red Cross trained personnel* should quickly perform the

                       following steps:

                        1.    Keep the victim still and comfortable. DO NOT MOVE THE VICTIM.

                        2.     Notify Public Safety at 911
                        3.    Ask victim, "Are you okay?" and "what is wrong?"
                        4.    Check breathing and give artificial respiration if necessary.
                        5.    Control serious bleeding by direct pressure on the wound.
                        6.    Continue to assist the victim until help arrives.
                        7.    Look for emergency medical I.D., question witness(es) and give all information to the

                               paramedics.

               D.    Every office should have a person trained in first aid and CPR. Training is available through

                       the local Red Cross and the Department of Public Safety.

                *Only properly trained personnel should provide first aid treatment (i.e. first aid, CPR)
     

VI.    CHEMICAL OR RADIATION SPILL

        A.    Any spillage of a hazardous chemical or radiation material is reported immediately to campus

                Public Safety 911 .

        B.    When reporting be specific about the nature of the involved material and exact location.

                Public Safety will contact the necessary specialized authorities and medical personnel.

        C.    The key person on site should vacate the affected area at once and seal it off to prevent further

                contamination of others or until the arrival of Public Safety Personnel.

        D.    Anyone who may be contaminated by the spill is to avoid contact with others as much as possible,

                remain in the vicinity and give their names to Public Safety. Required first aid and clean up by

                specialized authorities should be started at once.

        E.    If an emergency exists, activate the building alarm. CAUTION: THE BUILDING ALARM RINGS

               ONLY IN SOME BUILDINGS - you must report the emergency by telephone.

        F.    When the building evacuation alarm is sounded or when told to leave by university officials walk

                quickly to the nearest marked EXIT and ask others to do the same.

        G.   ASSIST PHYSICALLY IMPAIRED PERSONS IN EXITING THE BUILDING! Remember the elevators

               are reserved for physically impaired persons. DO NOT USE ELEVATORS IN CASE OF FIRE. DO NOT

               PANIC.

        H.   Once outside move to a clear area that is at least 500 feet away from the affected building. Keep

               streets and walkways clear for emergency vehicles and crews. Know your area assembly points.

VII.    BOMB THREAT

            A.    If you observe a suspicious object or potential bomb on campus DO NOT HANDLE THE OBJECT!!!

                    Clear the area and immediately call 911.

            B.    Any person receiving a phone call concerning a bomb threat should ask the caller:

                    1.    When is the bomb going to explode?
                    2.    Where is the bomb located?
                    3.    What kind of bomb is it?
                    4.    What does it look like?
                    5.    Why did you place the bomb?

           C.    Keep talking to the caller as long as possible and record the following:

                    1.    Time of call.
                    2.    Age and sex of the caller.
                    3.    Speech pattern, accent, possible nationality, etc.
                    4.    Emotional state of the caller.
                    5.    Background noise.

            D.    Immediately call 911. Report the incident.

            E.    Public Safety Officers will conduct a bomb search. Employees are requested to make a cursory

                   search of their area for suspicious objects and to report the location to Public Safety.

                   DO NOT TOUCH THE OBJECT!!!! Do not open drawers, cabinets or turn lights on or off.

            F.    If an emergency exists, activate the building alarm. CAUTION: THE BUILDING ALARM RINGS

                   ONLY IN SOME BUILDINGS - you must report the emergency by telephone.

            G.    When the building evacuation alarm is sounded or when told to leave by university officials, walk

                    quickly to the nearest marked EXIT and ask others to do the same.

            H.    ASSIST PHYSICALLY IMPAIRED PERSONS IN EXITING THE BUILDING! Remember the        

                    elevators are reserved for physically impaired persons. DO NOT USE ELEVATORS IN CASE OF    

                    FIRE. DO NOT PANIC.

            I.    Once outside move to a clear area that is at least 500 feet away from the affected building. Keep

                   streets and walkways clear for emergency vehicles and crews.

            J.    If requested assist emergency crews as necessary.

            K.   DO NOT RETURN TO AN EVACUATED BUILDING unless told to do so by a university official.

VIII.    VIOLENT OR CRIMINAL BEHAVIOR

    Campus Public Safety is located in the Public Safety Building and provides you with 24 hour help and

    protection. This service is provided seven days a week on a year round basis.

                                   For Any Emergency, on or off-campus, dial  911

            A.    Everyone is asked to assist in making the campus a safe place by being alert to suspicious situations

                    and promptly reporting them.

            B.    If you are a victim or a witness to any on campus offense AVOID RISKS!!!!

            C.    Promptly notify Public Safety at 911 or 665-5621 as soon as possible and report the incident, including

                    the following:

                    1.    Nature of the incident.
                    2.    Location of the incident.
                    3.    Description of person(s) involved.
                    4.    Description of property involved.

            D.    If you observe a criminal act or whenever you observe a suspicious person on campus, immediately

                    notify Public Safety and report the incident.

            E.    Assist the officers when they arrive by supplying them with all additional information and ask others to

                    cooperate.

            F.    Should gunfire or discharged explosives hazard the campus, you should take cover immediately using all

                   available concealment. After the disturbance
                   seek emergency first aid if necessary.

IX.    WHAT TO DO IF TAKEN HOSTAGE:

            A.    Be patient. Time is on your side. Avoid drastic action.

            B.    The initial 45 minutes are the most dangerous. Follow instructions, be alert and stay alive. The captor is

                    emotionally imbalance. Don't make the mistakes which could hazard your well being.

            C.    Don't speak unless spoken to and then only when necessary. Don't talk down to the captor who may be

                    in an agitated state. Avoid appearing hostile. Maintain eye contact with the captor at all times if

                    possible, but do not stare.

            D.    Try to rest. Avoid speculating. Comply with instructions as best as you can. Avoid arguments. Expect

                    the unexpected.

            E.    Be observant. You may be released or escape. The personal safety of others may depend on your

                    memory.

            F.    Be prepared to answer the police on the phone. Be patient. Attempt to establish rapport with the captor.

                   If medications, first aid or rest room privileges are needed by anyone, say so. The captors, in all

                   probability, do not want to harm persons held by them. Such direct action further implicates the captor
                   in additional offenses.

 

X.    FIRE

IN ALL CASES OF FIRE, PUBLIC SAFETY MUST BE NOTIFIED IMMEDIATELY

CALL 911

 

            A.    Know the location of fire extinguishers, fire exits and alarm systems in your area and know how to use

                   them. Training and information is available through Campus Public Safety at extension 4176.

            B.    If a minor fire appears controllable IMMEDIATELY contact the Campus Public Safety Department.

                   Then promptly direct the charge of the fire extinguisher toward the base of the flame.

            C.    If an emergency exists, activate the building alarm. CAUTION: THE BUILDING ALARM RINGS

                   ONLY IN SOME BUILDINGS - you must report the emergency by telephone.

            D.    On large fires that do not appear controllable, IMMEDIATELY notify Public Safety. Then evacuate all

                    rooms, closing all doors to confine the fire and reduce oxygen - DO NOT LOCK THE DOORS!!!

            E.    When the building evacuation alarm is sounded or when told to leave by university officials walk quickly

                    to the nearest marked EXIT and ask others to do the same.

            F.    ASSIST THE HANDICAPPED IN EXITING THE BUILDING! Remember the elevators are reserved

                    for handicapped persons. DO NOT
                    USE ELEVATORS IN CASE OF FIRE. DO NOT PANIC. Smoke is the greatest danger in a fire, so

                    stay near the floor where the air will be less
                    toxic.

            G.    Once outside move to a clear area that is at least 500 feet away from the affected building. Keep streets

                    and walkways clear for emergency vehicles and crews. Know your area assembly points.

            H.    If requested assist emergency crews as necessary.

                   post unless you have official business.

             J.   DO NOT RETURN TO AN EVACUATED BUILDING unless told to do so by a university official.

    NOTE: If you become trapped in a building during a fire and a window is available, place an article of clothing

    (shirt, coat, etc.) outside the window as a marker for rescue crews. If there is no window, stay near the floor

    where the air will be less toxic. Shout at regular intervals to alert emergency crews of your location. DO NOT

    PANIC.

XI.    UTILITY FAILURE

            A.    In the event of a major utility failure occurring during regular working hours (8:00 a.m. through 5:00

                    p.m., Monday through Friday), immediately notify Physical Plant at extension 4200.

            B.    If there is potential danger to building occupants, or if the utility failure occurs after hours, weekends or

                    holidays, notify Physical Plant at extension  4200. Public Safety at extension 4176.

            C.    If an emergency exists, activate the building alarm. CAUTION: THE BUILDING ALARM RINGS

                    ONLY IN SOME BUILDINGS, you must report the emergency by telephone.

            D.    All building evacuations will occur when an alarm sounds continuously and/or when an emergency exits.

            E.    ASSIST PHYSICALLY IMPAIRED PERSONS IN EXITING THE BUILDING! Remember the

                    elevators are reserved for physically impaired persons. DO NOT USE ELEVATORS IN CASE OF

                    FIRE. DO NOT PANIC. Smoke is the greatest danger in a fire, so stay near the floor where the air will

                    be less  toxic.

            F.    Once outside move to a clear area that is at least 500 feet away from the affected building. Keep streets

                   and walkways clear for emergency vehicles and crews.

            G.    If requested assist emergency crews as necessary.

            H.    A Campus Emergency Command Post may be set up near the disaster site. Keep clear of the command

                    post unless you have official business.

             I.    DO NOT RETURN TO AN EVACUATED BUILDING unless told to do so by a university official.
 

XII.    ADDITIONAL INFORMATION AND PROCEDURES

    Always observe steps "1" and "2" above whenever the following utility emergencies arise.

    ELECTRICAL/LIGHT FAILURE:

    At present campus building lighting may not provide a sufficient illumination in corridors and stairs for safe

    exiting. It is therefore advisable to have a flashlight and portable radios available for emergencies.

    ELEVATOR FAILURE:

    If you are trapped in the elevator use the emergency phone to notify Public Safety. If the elevator does not

    have an emergency phone, turn on the emergency alarm (located on the front panel) which will signal for help.

    PLUMBING FAILURE/FLOODING:

    Cease all operations. DO NOT SWITCH ON ANY LIGHTS OR ANY ELECTRICAL EQUIPMENT!

    REMEMBER electrical arcing can trigger an explosion!!! Notify Public Safety at extension 4176 or Physical

    Plant at extension 4200 .

    STEAM LINE FAILURE:

    Immediately notify Public Safety at extension 4176 or Physical Plant at extension 4200 and if necessary

    vacate the area.

    VENTILATION PROBLEM:

    If smoke odors come from the ventilation system immediately notify Public Safety  911.
     
     

XIII.    MEDIA RELATIONS

            A.    Only authorized spokespersons will meet or talk with the media.
            B.    Only factual information is released; no speculation is to be offered.

       

      OTHER GUIDELINES:
          1.    All executive and supervisory personnel are notified to report emergencies to the President and   

                 to the Public Relations Department. They should also be reminded not to speak to outsiders,

                 especially to the media, on behalf of the university.

          2.    The President and other top administrators and the Public Affairs Officer are informed

                 immediately of existing emergencies. Complete details are made available to them, including

                 what it is, how it happened, who is involved, what is happening now and what help has been called

                 for.

          3.    The President and the Public Affairs Department and any other person involved shall confer and

                 decide on the appropriate action.

          4.    All calls from the media are referred to directly to the Office of Public Relations, extension

                 4016.
       

XIV.    PSYCHOLOGICAL CRISIS
     
    Psychological crisis exists when an individual is threatening to harm himself/herself or others, or is off touch

     with reality due to severe drug reactions or a psychotic break. A psychotic break may be manifested by

     hallucinations, uncontrollable behavior, or the person could be a mental health walk away.

    If a psychological crisis occurs:

        A.    Never try to handle a situation you feel is dangerous on your own.

        B.    Notify the Public Safety Department of the situation, dial 911. Clearly state that you need immediate

                assistance, give your name, your location and the area involved.
