Vehicle Rules and Regulations
The Truman State University Department of Public Safety is charged with the difficult and often unpopular task of enforcing the parking and traffic regulations. It is our goal to provide equal and fair enforcement for all concerned. These regulations are designed to provide maximum use for our allotted parking and insure that everyone student, faculty or staff has an equal opportunity to procure adequate parking.
The fact that these regulations are in effect and that the University Department of Public Safety are on patrol to enforce them will not in itself assure a successful parking situation. The key to improved parking is you. Everyone who operates a motor vehicle on or around the campus must cooperate with the University Department of Public Safety officers and with each other.
Parking Services will do our best to fairly and equitably enforce the regulations. We sincerely hope that you will do your best to cooperate with us. If we can offer assistance with parking, traffic or other matters, please contact the Department of Public Safety Building at 660/785-4176, or Parking Services 660/785-7400.
Parents and visitors are always welcome at Truman State University. Temporary visitor hang tags are available to any campus visitors. These are available from DPS from the hours of 7:30 a.m. to 5:00 p.m. The DPS building is staffed from 7:30 a.m. to midnight 7 days a week during the regular school year. During summer and University breaks the DPS building will closed at 10 p.m. The DPS building will be closed on University holidays. The police officers are on duty 24 hours.

Parking & Traffic Regulations
General Information
- All vehicles parked in University parking lots required to obtain and properly display a valid permit. See Section B for detailed information. Visitors are requested to stop by the Department of Public Safety building and obtain a temporary parking permit. There is no charge for this service
- The regulations pertain to all vehicles, including but not limited to, motorcycles, motor scooters, mopeds, trucks, automobiles and buses.
- It is strongly recommended that adequate liability and hospitalization insurance be carried on each motor vehicle operated.
- University parking lots are for use by students, faculty/staff, and others that must conduct business on campus. University parking lots are not authorized for use by private businesses, organizations, or individuals not associated with the University.
- University assumes no liability for loss or damage to any vehicle parked in University parking areas or lots. All vehicles should be locked when unattended.
- Students and faculty/staff who own, maintain or operate motor vehicles on the University campus are responsible for violations regardless of whether or not that individual had possession or was operating the motor vehicle at the time of the violation. It is the responsibility of the owner to advise any driver of University rules and regulations.
- The responsibility for finding a legal parking space rests with the motor vehicle operator. Lack of space is not an acceptable excuse for violation of any parking regulation. Adequate time to find a parking space should be allowed.
- The speed limit on all Truman State University property is 15 mph.
- Parking decals remain the property of University. Parking decals are issued to park in designated areas. Abuse of the rules and regulations and/or misuse of a parking decals can result in the loss of University parking privileges. Parking decals serve as permission to park and is NOT a guarantee of a parking space close in proximity. Decals are NOT transferable from one vehicle to another.
- Students have one week from the first day of the fall and spring semesters to register vehicles. After the initial registration period, a vehicle must be registered within 48 hours from the time it is brought to the University.
- All vehicles in University parking lots should have up to date registration and should be operable. In the event that a vehicle becomes disabled, please notify DPS and/or Parking Services at 660/785-4176, during our hours of 7:30 a.m. to 1:00 a.m., 7 days a week. The building will be closed on University holidays.
Student, Faculty and Staff Parking
Truman State University maintains several types of parking lots to meet the needs of the University community. These include faculty and staff, resident student, commuter student, park and save and handicapped. All University parking lots are clearly marked by entry signs which list the type of lot and restrictions which apply to the lot. Vehicles should be parked directly in front of concrete parking bumpers or within lines which are used to mark parking spaces. When possible, no parking zones are designated by yellow paint and/or no parking signs. Parking at corners or in driveways is strictly prohibited. Carefully read each parking lot sign and park only in designated spaces. Some spaces are marked individually with specific parking designations such as service vehicle, speech and hearing clinic and handicapped, and only vehicles with such designations will be allowed to park in the specific parking space. Unless otherwise posted, these spaces are reserved 24 hours and illegally parked vehicles are subject to tow at the owner's expense.

Designation of lots. Parking decals are required for all faculty, staff, resident students, commuter students, motorcycles, handicapped, contract employees and construction workers. Decals are valid only when properly secured to the vehicle on the lower left (driver's side) corner of the rear window. The decal should be properly adhered to the vehicle otherwise it may be cited for "improper display" which is a $10 fine. Consult the Parking Services office if location specified is a problem because of vehicle size or style.
Purchasing a decal DOES NOT guarantee the decal holder a parking space within close proximity. It is a permit to park in a specific zone parking lot if space is available.
- Faculty/Staff. Red lots are strictly for use of faculty and staff members who are holders of a valid Faculty/Staff parking decal. Unauthorized persons who park in Faculty/Staff lots from 7:00 a.m. to 5:00 p.m., Monday through Friday will have their vehicles ticketed and/or towed. These lots are available for general University use at no charge at any times other than those listed above.
- Resident Student. Green lots are strictly for use of residence hall and apartment housing occupants. These areas are restricted 24 hours a day, seven days a week. Unauthorized persons who park in resident areas will have their vehicle ticketed and/or towed. Guest of hall residents should contact Parking Services for a permit to park on campus.
- Commuter Student. Blue lots are strictly for use of students who do not live on campus and therefore commute to campus. These lots are reserved for holders of blue parking decals. Commuter lots are reserved from 7:00 a.m. to 5:00 p.m., Monday through Friday.
- Park & Save. Gold lots are located south of Campbell Apartments and at Stokes Stadium ONLY. This decal is available at the reduced price of $15.00. Individuals that purchase a gold parking decal may upgrade to a Blue commuter or Green resident decal by paying the difference ($35.00). Persons that purchase a blue or green parking decal may NOT downgrade to a gold parking decal later. Vehicles parked in the Stokes Stadium parking lot will be asked to relocate to other legal parking spaces on the Friday prior to home football games.
- Motorcycle, Mopeds and Motor Scooter Parking. For the purpose of
these regulations "motorcycle" shall refer to all two or three wheeled motor
vehicles. Motorcycle permits are required for all permit and reserved
parking areas. Motorcycles shall not be parked in any University building or
in bicycle racks and should not be operated on University sidewalks. Parking
areas for motorcycles have been designated in several parking lots and the
correct permit must be displayed on the motorcycle, near the inspection
sticker. In the event that a vehicle other than a motorcycle is in the
restricted space it is not appropriate for the motorcycle to park behind the
vehicle. This would be impeding vehicular traffic violation and would be
subject to a tow or removal. We encourage the use of protective riding
equipment.
Only maintenance vehicles, cushmans, mules and carts used by University employees for work purposes may be driven on University sidewalks and should be operated with the utmost caution. - Temporary Vehicle Permits. A student who has NOT purchased a decal may purchase one 1-week hang tag per semester at a cost of $10.00. Unless you purchase a regular parking decal, this one-week hang tag is the only parking pass you will be allowed per semester.
- Service Vehicles.
Parking spaces are marked for service vehicles which include University owned service vehicles, private service contractors or vehicles displaying a valid University service vehicle permit issued by Truman DPS. Service vehicle spaces are reserved 24 hours, 7 days a week. - Visitor Parking.
Visitors need to obtain a parking permit to park on campus. There is no
charge for this. There is a row of reserved visitor parking in the parking
lot south of McClain Hall from 7:00 a.m. to 5:00 p.m. With a permit,
visitors may park in any lot, excluding handicapped and reserved areas.
- Replacement Permits.
If a motor vehicle is sold or transferred
to a new owner or user, the valid parking decal must be removed. The parking
decal or parts thereof, must be returned to Parking Services at DPS,
otherwise you will be charged $7.00 for a replacement parking decal.
- Cost.
The vehicle registration year extends from September 1 through August 31.
Parking decal prices for the academic year are $50.00. For students
enrolling for the spring semester, parking decals are $25.00; summer only is
$14.00.
Students owning and/or operating more than one vehicle during the
registration year may purchase the second and subsequent decals for $7.00
each. Students can only purchase second and subsequent decals for their own
personal use. Students cannot purchase additional parking decals at the
reduced price for friends and roommates, etc. Doing so may result in loss of
parking privileges and/or a referral to the Dean of Students Affairs for
disciplinary action.
- Handicapped Spaces.
- Visitor Parking.
Visitors are those individuals who are not employed or who are not
enrolled in classes or designated guest at Truman State University.
Visitors who wish to park their vehicles on the University campus are
asked to obtain permission for parking at the Department of Public
Safety, Parking Services Office.
- Reserved Parking.
At times spaces within lots may be reserved for such things as Board
of Governors and Red Cross Blood Mobiles. Lots may also be barricaded
for special events. - Loading/Unloading Zones.
Loading and unloading zones are marked by signs and may be used for a
maximum of 15 minutes by authorized personnel.
- 30 Minute Parking.
There are 30 minute parking spaces throughout parking lots on campus.
A student who has purchased a decal may have one 2-week hang tag per semester at no charge. If you need more, then you may purchase a one-week hang tag at a cost of $10.00 or you may purchase a second decal for $7.00.
Special Parking Areas
These reserved areas are for 24 hours a day, 7 days a week. Unauthorized vehicles may be ticketed and/or towed away without notice at the owner/operator's expense.
These are for short term parking for the convenience of faculty, staff, and students.
Vehicles parked in these spaces are not required to have a parking decal and are not bound by parking lot designation. We ask that this convenience not be abused by parking for longer than the allotted time. Doing so can constitute a parking violation.
Enforcement and Violations
University parking and traffic regulations are enforced by the members of the Department of Public Safety, 785-4176.
Violations and Penalties
The original notice of a violation will either be affixed to the motor
vehicle or delivered to the owner/operator.
Failure to receive such notice does not render the ticket invalid.
Following are the penalties which are currently in effect for Truman State
University:

Towing and Impoundment.
Truman State University reserves the right to enter, move, or impound any vehicle improperly parked on University property, in addition to the penalties. Vehicles parked in violation of University parking regulations may be towed without notice and placed in storage at the owner's expense. Any fees for towing and storage are to be paid to the towing service, not the University. Contact the Department of Public Safety for information concerning towed vehicles.
Truman State University further reserves the right to enter and/or move any vehicle parked on University property for any emergency purpose such as snow removal, maintenance problems, construction needs or at the discretion of the Department of Public Safety.
Payment of Fines and/or Fees is as follows:
- A parking ticket on a vehicle is official notice that the person responsible for said vehicle has been cited for violation of University parking rules must pay any fines incurred. Failure to receive such notice does not render the ticket invalid. All penalties must be paid at the Cashier's Window in McClain Hall. The Department of Public Safety cannot receive payment for parking fines. Failure of students to clear their traffic record through the settlement of the assessed fines or to file the proper appeal on any ticket will result in the withholding of the academic records by the Registrar's Office.
- Truman State University reserves the right to require any student,
faculty member or staff member to make immediate and full payment for any
and all overdue parking violations.
Parking decals will not be issued to individuals with outstanding traffic fines until the fines are paid in full. - Appeals.
Questions regarding the issuance of University parking tickets may be referred to the Department of Public Safety, Parking Services at 660/785-7400. If a student, faculty or staff member feels that a parking ticket may have been unjustly issued s/he has the right to appeal, but the appeal must be filed within 14 days from the date of the ticket. S/he must then make the appeal on the appropriate form which may be obtained in the DPS Parking Services Office or online, http://police.truman.edu. Appeals will not be accepted after the 14 day period. The decision of the Appeals Committee is final.
Bicycle Regulations
- Students are strongly encourage to register their bikes with the Department of Public Safety. Registration permits are free of charge. Bikes need not be re-registered if the ownership of the bike does not change. Bicycle registration permits are to be adhered to the bicycle seat frame tube approximately four inches below the seat.
- Persons operating bicycles must obey the same traffic control
regulations as apply to other vehicles such as stopping for stop signs,
riding in the right hand portion of the roadway.
Bicyclists shall yield the right of way to pedestrians. - Bicycles which are ridden after dark must be equipped with a headlight, large red reflector on the rear, and white or amber pedal and spoke reflectors.
- Bicycles parked on campus must be left in bicycle racks which are provided in convenient locations. Bicycles are not to be left in buildings, entrances, ramps or any other hazardous location.
- Bicycles which are illegally parked are subject to parking tickets and/or confiscation by the Department of Public Safety. Bicycles should be ridden on streets, not on sidewalks, lawns or parkways that are property of Truman State University.
Skateboards, Skates, Roller Blades, Scooters
Because of the large numbers of pedestrians on the University campus and the potential for injury to pedestrians, the following regulations shall apply:
- Skateboards are not allowed on the University. Motorized scooters/mopeds are not allowed on any walkways.
- Roller blades/skates are not to be used in such a manner as to misuse or
be destructive to University property, or in such a way as to be dangerous
to self or others on campus (i.e., excessive speed or operating in an
imprudent manner such as jumping steps or objects.)
Roller blades are not allowed to be worn in any University buildings, with the exception of the Student Recreation Center. - Violations of bicycle/skateboard/roller blade regulations may result in penalties and/or University disciplinary actions.
